Rejecting next week's spending measure from House Democrats would put a Republican stamp on the shutdown. Pushing back on perceptions that Trump's decision-making is emotional and divorced from fact, Kelly said he kept Trump "fully informed" of the consequences of his choices. The third is a continuing resolution for all shuttered agencies that would expire on Sept 30. "Mr. Speaker!" McGovern said on the House floor.

The shutdown affects about 800,000 employees.

Most of the federal government, which directly employs nearly four million people, is unaffected. Even agencies that are affected never totally close, with "essential" workers still on the job.
