At a White House meeting on Thursday, Trump cited "caravans" headed to the USA and said that he was not backing off his demand for a wall on the Mexico border.

The president didn't get his wall money, but said he was granting Democrats an opportunity to further consider his demand for $5.7 billion in funding for his long-promised wall along the U.S. -Mexico border. As the Corps is usually used for disaster preparedness and cleanup, the administration worries that using those funds for a border wall would spark legal and political pushback.

Per Politico, Trump has been wedded to the idea of declaring a national emergency to deal with immigration since Stephen Miller whispered it in his ear. Pelosi did signal openness to "infrastructure" and "fencing".

"If the president wants to call that a wall, he can call that a wall".

This is a significant change from just 10 days ago, when the Trump White House offered a three-year extension on DACA, in order to protect illegal immigrants from deportation actions while the Act made its way through the courts, in return for partial border wall funding. This led to a standoff in which Trump refused to fully fund government, shutting down swaths of federal jobs for five weeks.

The conferees can discuss whether there are places where additional Normandy fencing or other enhanced fencing is needed, Pelosi said. The panel of old-school lawmakers from the powerful appropriations committees has ample expertise on homeland security issues, as many of them helped finance fence built over the years that stretches across much of the 1,954-mile border.

"On February 15th, the committee will come back, and if they don't have a wall, I don't even want to waste my time reading what they have because it's a waste of time", he said. "Wall is already being built, I don't expect much help!"

"Let them have that discussion", she added, referring to the committee. A lot of people don't know that, but we have a lot of wall under construction.

Drafts of the national emergency order have already been circulating among White House aides and lawyers.

Still, Trump's request for $US5.7 billion to build about 376 kilometres of barriers along the U.S. border with Mexico faces uphill odds.

He confirmed that if wall building money is not provided, he is ready to declare an emergency.

Instead, he's been taking meetings and making calls behind closed doors.

Trump's absence from public view was likely to end as the week comes to a close. And he'll sit for a television interview with CBS News to air ahead of Sunday's Super Bowl.
