Law enforcement officials released minimal information, saying those killed came from across California and that DNA testing would likely be needed to identify some of the bodies.

Those on board were thought to be sleeping below deck when the fire broke out in the predawn hours.

The Conception is one of three vessels - along with the Truth and the Vision - operated by Truth Aquatics out of Sea Landing at the Santa Barbara Harbor.

Brown said he did not know the nationalities of the victims, nor the exact ages, though he said, anecdotally, he believed there was a 17-year-old and someone in their 60s on the trip. But he said 34 passengers who were sleeping below deck have not been accounted for.

Five crew members escaped by jumping off the boat and taking refuge on an inflatable boat.

Harmeling said his sister had dived in the area hundreds of times.

"The report that we got is that they were trapped by the fire", Bemis said.

"Nothing in the [mayday] broadcast from the vessel. indicated there was an initial explosion", he said. "I could see the fire coming through holes on the side of the boat".

A search for survivors has been suspended.

Thirty-four people remained unaccounted for as the Coast Guard and Ventura County Fire Department responded to a fire that started on a boat early Monday off Santa Cruz Island. Five people escaped from the fire, all of whom were crew members and two of whom have leg injuries, according to CNN. They are presumed dead. Investigators have not yet determined how the fire erupted.

Four people are dead and at least 29 are missing after a dive boat sank off Santa Cruz Island on Monday.

"There were several other victims that were seen by the divers - between four and six - that are still between the wreckage, but due to the position of the boat they were unable to be recovered before nightfall", Santa Barbara County Sheriff Bill Brown told a news conference.

When asked if the crew were required to post a night watch, Capt Rochester said that matter was still under investigation.

There were 39 people on board, 5 were rescued, 25 bodies have been recovered and 9 are still missing.

The Conception sank 18m off the north shore of Santa Cruz Island, at the depth of 20m.

He described Finstad as "extremely strong-willed and very adventurous" and said, "if there was a one per cent chance of her making it, she would have made it".

Firefighters from the Ventura County Fire Department also were transported to the burning boat in two vessels.

A family assistance center opened at 9 a.m. Tuesday at the Earl Warren Showgrounds in Santa Barbara, at 3400 Calle Real. A nearby boat rescued them from the water.

As of Monday night, authorities had confirmed the deaths of 25 people.

Coast Guard records show inspections of the Conception conducted last February and in August 2018 found no deficiencies.

However, as hopes of finding any survivors appear dim, "we all should be prepared to move into the worst outcome", Rochester said.
