Pompeo also publicly said for the first time Friday that it was likely an Iranian missile, fired in the aftermath of Iran's attack on two Iraqi military bases where USA soldiers are stationed, that downed Ukraine International Airlines Flight 752 early Wednesday.

He noted those would be both primary and secondary sanctions and that the executive order allows the United States to designate other sectors in the future.

No-one was injured. The larger USA goal is to force Iran to negotiate a new agreement on limiting its nuclear program.

Iran immediately claimed the missile attack as the revenge it had been threatening since a USA airstrike killed Major General Qasem Soleimani at Baghdad International Airport on 3 January.

Pompeo said Iranian officials have carried out Khamenei's "terrorist plots and destabilizing campaigns across the Middle East and around the world".

Democrats insist the move was hasty and claim there wasn't adequate intelligence to justify killing Soleimani, but Trump says they should be happy he's dead.

In separate developments, Pompeo discussed the possibility of an expanded North Atlantic Treaty Organisation presence in Iraq in a call with his Canadian counterpart, Foreign Minister François-Philippe Champagne, the U.S. State Department said on Friday. Members of Congress said officials did not provide sufficient detail or justification in briefings this week.

Investigations have begun to determine whether the plane was shot down by an Iran missile as the plane crash-landed the same day as Iran's retaliation missile strike on a USA base.

"Qassem Soleimani himself was plotting a broad, large scale attack against American interests". He said the U.S. government made a judgement call regarding intel they received and did not have time to contact Speaker of the House of Representatives Nancy Pelosi. The secretary of state broadened it to include "American facilities", including military bases throughout the region.

It has, however, been damaged by Trump's decision to unilaterally abandon it in 2018 and to impose sanctions that have hurt Iran's economy.

House Speaker Nancy Pelosi called the killing of Soleimani "provocative and disproportionate".

"Under our administration, oil revenues are down by 80 per cent and Iran can not access roughly 90 per cent of its foreign-currency reserves", Pompeo said. The Iranian attack came days after a top Iranian commander was killed in a USA air strike in Iraq.

"I don't have to", Trump said when asked whether he would seek congressional approval for more military action against Iran. No one was injured.

"Concurrently with today's designations, the President is signing a new Executive Order (E.O.) that targets additional sources of revenue used by the Iranian regime to fund and support its nuclear program, missile development, terrorism and terrorist proxy networks, and malign regional influence", the statement said.

The administration has already reinstated all the United States sanctions that were eased under the 2015 nuclear deal, which has caused significant economic hardship in Iran and cut its oil exports to historic lows.
