St. Louis County executive Dr. Sam Page revealed in a press conference that the family of an unidentified patient who recently tested presumptive positive for COVID-19 violated the county Health Department's instructions to isolate themselves at home.

On Sunday, the St. Louis County Department of Public Health issued a formal quarantine to the family, saying that the entire household is required by law to quarantine for 14 days, beginning after the patient stops showing symptoms. The father "did not act consistently with the health department's instructions and instead ... he made a decision to take his daughter to a school function", he noted.

The woman and her family were advised to self-quarantine while she awaited her results. "We have not had anyone meet the standards for testing for COVID-19 to date, but if that occurs we are prepared".

The woman had flown from Italy, where she was studying, to Chicago O'Hare airport on March 3 then took an Amtrak train to St. Louis on March 4, NBC reported. She went to Mercy Hospital St. Louis (615 S New Ballas Road) and was evaluated before being sent home to quarantine with her parents, who were not showing any signs of sickness.

Investigators are now attempting to determine who the woman, who is in her 20s, may have had prolonged contact with when she returned back in the United States.

"We depend on common sense and goodwill of the people that we communicate with and when we ask someone to quarantine and they tell us they will we have to trust that", Page said.

"I am confident in the work of the Department of Health and Senior Services and the St. Louis County Public Health Department and know that they will do what they can to protect the health and safety of Missouri communities", Governor Mike Parson said. "When we say contact, we mean 15 to 30 minutes within 6 feet of the person". The country has confirmed 21 coronavirus deaths: 18 in Washington state, two in Florida, and one in California.
