On Monday, Newsom said he will work with the governors of OR and Washington on a plan for the "incremental release of the stay-at-home" orders. "We need to see a decline in the rate of spread of the virus before large-scale reopening, and we will be working in coordination to identify the best metrics to guide this".

Washington's stay-at-home order now runs through May 4.

Newsom, along with Governor Kate Brown of OR and Governor Jay Inslee of Washington, recently joined up with a coalition of other governors on the other side of the country, including leaders of Pennsylvania, Connecticut, Delaware, New Jersey, New York, and Rhode Island, to collaborate on developing shared public health and economic development guidelines as we move into the next phase of fighting the COVID-19 pandemic.

Newsom tweeted on Monday that the "West Coast is guided by science". Any decision to ease stay at home orders would not come if it endangers people's lives.

A shuttering of the economy on this scale has never happened before, the governor said, and neither has a reopening strategy on this level.

The joint statement also announced that a greater focus would be made on protecting vulnerable populations and disadvantaged communities. But he noted that adherence to the stay-at-home order, which Newsom announced almost a month ago, now suggests that "the difference between what we're seeing today in our hospitals may not be that much different than where we are going to peak in the many weeks to come".

"The optimum is a geographically coordinated plan", said New York Gov. Andrew Cuomo Monday, adding that "This virus doesn't understand governmental boundaries".

The news comes as unemployment rates continue to climb across the country as city shutdowns bar nonessential businesses from operating, resulting in layoffs. The three western states will share best practices to develop these systems.

San Francisco, in particular, is being looked to as a national model for fighting the pandemic after Mayor London Breed instituted early lockdown and social distancing measures.

Additionally, they are looking to ensure individuals with COVID-19 and other conditions can be cared for. Instead, both groups said they would coordinate those decisions while first considering the health of residents. Relaxing those restrictions prematurely could exacerbate the spread of the disease.

Coronavirus cases in California are approaching 25,000 as the state enters a new phase of the crisis: figuring out how and when to lift social distancing rules that have been credited with keeping deaths in the state relatively low.
