Kenny Clevenger, 30, a realtor in western Michigan's Allegan County, where only 25 coronavirus cases have been identified, said the shutdown had put him out of business. The state saw 760 new cases and 134 additional deaths on Friday.

He unveiled a framework for governors to follow on Thursday, but acknowledged they will have the final say on when their state is ready. She signed an executive action earlier this month that bans residents from traveling to in-state vacation homes or using motor boats.

The order met with resistance in the state over the past week.

The protest, "Operation Gridlock", was organized by the Michigan Conservative Coalition, a non-profit political organization that works with groups such as Michigan Trump Republicans to help organize and elect conservatives to the statehouse in Lansing.

The Democratic governor did not elaborate Friday on which part of the order she might be willing to lift.

In addition to washing hands regularly and not touching your face, officials recommend practicing social distancing, assuming anyone may be carrying the virus.

Gretchen Whitmer said she's hoping to have "some relaxing" of the coronavirus limitations by May 1.

"I think they're listening, I think they listen to me".

"We are looking very carefully at making sure each decision we make is supported by the science, by the facts and is in the best interest of the people because that's ultimately what matters to our ability to ramp up our economy again and avoid a second wave, which would be devastating", the governor said.

The governors for Michigan, Ohio, Wisconsin, Minnesota, Illinois, Indiana and Kentucky have formed a partnership to work together on restarting the economies in their states, which collectively account for about 16% of total US economic output.

"Executive Order 2020-42 allows government employees to participate in activities that are indistinguishable from those in which plaintiffs engage, including 'the maintenance of safe and sanitary public parks so as to allow for outdoor activity'".
