Delhi made a decision to allow taxis/autos, state transport buses to ply with restrictions on number of passengers.

Under these guidelines, wearing face covers is compulsory; spitting will be punishable with fine as may be prescribed in accordance with its laws, rules, or regulations by the State/ UT local authority; and social distancing is to be followed by all persons in public places and in transport.

- All domestic and global air travel continues to be prohibited, except for air ambulances, medical services and security purposes. All social, political, religious gathering not allowed and religious paces will be closed for public till further notice.

Under the new guidelines, States can now delineate the Red, Orange and Green zones, taking into consideration the revised guidelines which were issued on Sunday.

However, all trains, flights, both domestic and global, Metro Rail services, all schools, colleges, educational institutions, hotels, and other hospitality services, cinema halls, shopping malls, gymnasiums, swimming pools, theaters, bars, and auditoriums will remain closed, as per the government order. Movement of persons for non-essential services will however continue to be barred between 7 pm and 7 am which will be treated like a night time curfew. Restaurants shall be also allowed to operate their kitchen for home delivery of food items.

Unlike the previous phases of the lockdown, the Union government has asked the respective state and Union Territory governments to decide the delineation of red, green and orange zones. However, only essential goods and services have been allowed in containment zones. Religious places and places of worship shall be closed for the public and religious congregations are strictly prohibited.

There shall be strict perimeter control to ensure no movement of people in or out of these zones, except for medical emergencies and for maintaining the supply of essential goods and services.

Karnataka Chief Minister BS Yediyurappa announced that no one from Gujarat, Kerala, Tamil Nadu and Maharashtra would be allowed into the state, thus triggering a debate on inter-state travel.

Further, evacuation of foreign nationals from India, the return of stranded Indian nationals from overseas, sign-on and sign-off of Indian seafarers, and intra-State and inter-State movement of stranded persons by bus and train, will continue to be allowed.

It added that intra-state movement of passenger vehicles and buses, as decided by the states and union territories. However, MHA said that across India, people above the age of 65, pregnant persons, and kids below 10 years must be advised to stay home except for essential needs. The consumption of liquor, paan, gutkha, and tobacco, etc., is not allowed in public places. The guidelines were about the opening up of the red zones to boost the economic activities and permit transportation to balance the fight against COVID-19 thereby limiting the economic damage. "Post the Government of India's guidelines (on Sunday) we are awaiting the guidelines and advisories from different states", the person said.

Further. states/UTs based on their assessment of the situation, may prohibit certain other activities in the various zones, or impose such restrictions as deemed necessary.

Marketplace players such as Paytm Mall and Snapdeal saw a sharp rise in orders, especially in red zones, as many ordered goods after waiting for almost two months. "This will facilitate timely provision of medical attention to those individuals who are at risk", the home ministry said.
