Victorian authorities have reported three more coronavirus deaths, as well as 363 new infections within the last 24 hours, and restrictions are set to tighten further.

"This is on the advice of the chief health officer that it's a relatively simple thing but it's also about embedding behaviour which I think is just as important on the other side of this second wave as it is in bringing these case numbers down". Travelers flying to Hong Kong from areas where the risk of infection is considered particularly severe will have to show a negative coronavirus test before boarding their flight, undergo another test upon arrival and undergo a 14-day quarantine in a hotel.

State Premier Andrews is under mounting pressure, with one of Australia's biggest selling tabloid newspapers running a front page with the headline: "Dan-made disaster".

The number of active cases in the country is 22, while 22 is also the number of people who have so far lost their lives.

Victoria records 428 new cases of coronavirus overnight and three new deaths, premier Daniel Andrews says.

The decision makes Melbourne the first place in the country to mandate the use of face-coverings. Australia has reported more than 11,000 cases and 116 deaths.

Anyone in Greater Melbourne or Mitchell Shire caught without a mask or face covering will be fined $200. So I want to give that sense that, amidst the darkness, there are lights of hope.

The Victorian Government's one-off $1500 worker support payment is still available to support Victorian workers, including those in aged care, who have been instructed to stay home because they've had a positive test or need to self-isolate as a close contact.

Brighton MP James Newbury took offence at the comment, accusing Mr Andrews of "neglecting" Brighton and now sneering at it.

"The only thing you should be doing is going and getting tested and then isolating until you get the test results back".

"But only when you need to, only when you really have no other option".

"We stressed yesterday that regional Victorians should not come complacent, that this is a Melbourne issue, that we have cases in regional communities including today, and in recent weeks", said Ms Mikakos.

Teachers won't need to wear a face covering while teaching but students there for VCE, VCAL or for onsite supervision will.

Mr Andrews said he would "not speculate" about what stage four restrictions would look like, and if they were being considered for the state.
